KAOS runs on a simple system of one man, one vote. The Dictator is the man and he has the vote. As such authority exists purely to be abused, bribery is the accepted, nay encouraged, method of attaining one's goals.
A man of few words, he still manages to exercise complete control. Largely because thos words are "Guilty", "Execution", "No remorse" and "Drink? Why not. Mine's a double. Cheers!"
